In recent years, there has been a growing recognition of the importance of human capital to economic growth and development. As the world becomes more interconnected and competitive, countries and businesses must increasingly rely on their human capital to drive innovation, productivity, and competitiveness.

Human capital development is defined in the context of Sabah as the development of human capital knowledge, skills, capacity, and abilities (KSCA) associated with activities that act as a catalyst for economic growth and development while also supporting the system's innovation process.

The state government of Sabah in recognising the importance of human capital in driving economic growth and development has given the emphasis to human capital development and the well-being of the people.
