2,230 Non-Conformance Reports issued by JKR

Kota Kinabalu: The Sabah Public Works Department (JKR) issued a total of 2,230 Non-Conformance Reports (NCR) to concession companies and maintenance contractors as of October this year. 

State Works Minister Datuk Shahelmey Yahya said this showed JKR officers are doing their jobs to monitor the quality of work carried out by the concession companies and contractors. 

“The divisional and district JKR offices also monitor them monthly to ensure that their maintenance work complies with the schedule, standards and specifications,” he said during question time at the State Assembly.

He was responding to Tungku Assemblyman Assaffal Alian who suggested Shahelmey empower JKR to execute their duties well. 

Shahelmey, who is also Deputy Chief Minister III, said JKR monitors roads from time to time and performs three types of maintenance, namely routine maintenance, periodic maintenance and emergency maintenance. 

“The monitoring includes conducting periodic patrols and routine inspections by concession companies as well as through public complaints,” he said. 

Shahelmey explained that routine maintenance conducted by concession companies involves maintaining damaged roads as soon as possible – within 24 hours for protocol roads and three days for non-protocol roads. 

“Protocol roads refer to the main roads in the city with a total distance of 80km while non-protocol roads total 4,731km around urban areas and 560km of paved roads in rural areas,” he said. 

He said JKR, concession companies and maintenance contractors also monitor roads periodically under the scope of routine maintenance to ensure roads are safe to use and would submit an immediate report if there is damage that requires repair.

Shahelmey said periodic maintenance is carried out as needed to avoid greater damage caused by traffic and weather such as resurfacing and painting road lines. 

“Emergency maintenance is required to solve problems that occur outside the scope of the maintenance plan (contingency) such as landslides, fallen trees, road/bridge damage caused by floods and so on.

“However, the Ministry realises that despite monitoring, road damages not properly maintained still occur. 

“Hence, the Ministry from time to time is always trying to obtain funds so that the planned repair work can be carried out according to schedule,” he said.
