SANDAKAN: SPCA Sandakan is calling for urgent reforms to the way stray animals are managed, warning that existing policies are pushing animal shelters to the brink.
Its Secretary Voo Min Gin said the local government’s refusal to allow the full implementation of the Trap-Neuter-Return (TNR) programme — especially the “Return” aspect — is causing overcrowding at the shelter, which was never designed to house animals long-term.
“We can trap and neuter, but we’re not allowed to return the dogs — even if their original environments are safe,” she said.
“This leaves us with nowhere to send the dogs after surgery. So they stay in the shelter, and more just keep coming.”
