Kota Kinabalu: The Energy Commission of Sabah (ECoS) has announced a new initiative named Solar Rakyat Sabah to empower domestic consumers to generate their own electricity through rooftop solar panels, with any excess energy being exported to the grid in exchange for credits on their electricity bills.
The programme is designed to encourage the adoption of renewable energy among domestic consumers across the state, marking a significant step in Sabah’s journey towards a more inclusive and sustainable energy future, aligning with the State’s goals to increase its renewable energy capacity by making solar power more accessible, while lowering electricity costs.
“This programme is estimated to benefit up to 4,000 domestic consumers which reflects our commitment to putting renewable energy within reach of Sabahan households.
“We want to make it easier and affordable to generate clean energy while contributing to the State’s sustainability goals,” said ECoS Chief Executive Officer Datuk Ir Abdul Nasser Abdul Wahid.
The programme, open to all domestic consumers in Sabah who have not participated in previous solar programmes, operates on a self-consumption model whereby domestic consumers can install solar panels to power their homes, and any surplus electricity generated is fed into the grid.
Single-phase homes can install systems up to 5 kWac, while three-phase homes are eligible for up to 10 kWac. Consumers may also opt to install a Battery Energy Storage System (BESS) for flexibility as a back-up supply system for self-consumption.
A new SMART meter (bi-directional) will be installed to record both the electricity imported from and exported to the grid, in which the consumer will be able to earn credits at the prevailing tariff rate to offset future electricity bills.
Under this programme, consumers will enter into a 12-year contract with Sabah Electricity (SE). Upon expiry, it will be converted into a SELCO-PV for self-consumption purpose only.
Other than direct purchase, consumers can also opt for zero upfront payment scheme provided by the Sabah Registered PV Investors (SaRPVI).
Interested parties can apply on a first-come, first-served basis until the allocated quota of 20 MW has been filled. Applications must be submitted online via the EEISy online platform.
No generation licence is required for low voltage solar systems under this programme, reducing administrative hurdles for households.
The Solar Rakyat Sabah initiative is a direct step towards realizing the goals of the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040).
