NOMINATED assemblyman Datuk Chin Shu Ying proposed the establishment of a Sabah Autism Database to help the state government better plan services for children with autism.
Speaking during debate on the Supplementary Supply Bill 2026 at the Sabah State Legislative Assembly, he said the database should involve the Health Department, Education Department, Social Welfare Department, hospitals, schools and intervention centres.
Chin said the lack of accurate data had affected planning for schools, specialists, treatment centres and funding, as many children had yet to be screened, diagnosed or registered as Persons with Disabilities.
He estimated about 7,000 children in Sabah require autism-related support, although the actual figure could be higher.
He said the state should also develop a comprehensive Autism Action Plan with clear targets, timelines and dedicated funding.
Chin said existing special education facilities may not be sufficient due to limited placements, teachers and pupil management assistants.

He called for enhanced autism training for teachers in communication, behaviour management, sensory needs and individual education plans.
He welcomed the establishment of the Sabah Autism Centre in Kota Kinabalu and a planned facility in Tawau, but said more centres were needed across the state.
He proposed phased autism treatment and intervention centres in Sandakan, Keningau, Kudat, Beaufort and the east coast, supported by mobile outreach teams and teletherapy services.
Chin also urged annual grants, rental subsidies, training and equipment assistance for autism centres run by non-governmental organisations.
He called for expanded therapy subsidies and travel assistance for rural families, as well as respite care programmes for parents and caregivers.
“Children with autism are not a burden. They possess talents, potential and a future,” he said.
Chin said long-term planning should include skills training, employment opportunities, independent living programmes and support services for adults with autism.
