SANDAKAN: A total of 15 notices for various offences were issued following an integrated enforcement operation by the Malaysian Construction Industry Development Board (CIDB) Sandakan branch with related agencies at a construction site in Jalan Batu Sapi, here, Tuesday.
The operation, which began at 9am, was led by CIDB Sandakan branch Manager Poul Joannes and joined by 37 members from various agencies, including CIDB, Sandakan Municipal Council, Sandakan Area Health Office, Department of Manpower (JTK), Companies Commission of Malaysia (SSM) and Academy of Building Malaysia.
Among the notices issued were for hiring workers without accreditation and a green card.
CIDB also instructed them to go to the CIDB Office for further investigation.
The Sandakan Area Health Office issued a notice under the Destruction of Disease-Carrying Insects Act 1975 for the discovery of larvae breeding in the sewer pipe.
JTK issued a notice under Section 43 of the National Wage Consultation Council Act for not paying the minimum wage and Section 4(2) for not keeping a copy of the employee register on the premises, while SSM issued several notices for failure to display the company’s name and registration number, and prohibition notices for various other offences.

“The enforcement focuses on several CIDB Acts, including Act 520, relating to Contractor Registration (Section 25), Contractor Obligations (Section 34B(1)), Levy Payment (Section 34), Construction Personnel (Section 33), Accreditation of Skilled Workers Construction (Section 33A(1)) and Construction Materials (Section 33D(1)), in addition to the jurisdiction of the same agencies in this operation,” he added.
One main contractor who was checked in the operation was found to be registered with CIDB and the levy has also been cleared.
Eventually, CIDB inspected seven local and 31 foreign workers in the same operation.
