Kota Kinabalu: The State Government is seeking an additional RM1.6126 billion to meet operational requirements until the end of this year.
Tabling the Supplementary Supply Bill 2026 in the State Legislative Assembly Monday, Finance Minister Datuk Seri Masidi Manjun (pic) said the additional allocation covers 53 expenditure heads as outlined in the Supplementary Supply Estimates Statement 2026.

Masidi, who is also Deputy Chief Minister II, said all the supplementary estimates are essential to ensure the smooth administration of the State Government until the end of 2026.
The additional allocation comprises six main expenditure categories: contributions to statutory funds amounting to RM856 million or 53 per cent, operational expenditure of RM278 million (17pc), investments RM210 million (13pc), administrative expenditure RM162 million (10pc), domestic grants RM93 million (6pc) and special allocations RM13 million (1pc).
Masidi said the bulk of the proposed supplementary allocation is for contributions to statutory funds, which do not involve cash outflows but accounting adjustments through internal “book transfers” to comply with the Development Fund Act 1966 and the Financial Procedure Act 1957.
“Of the RM856 million, RM700 million (81.8pc) is an additional contribution to the Development Fund to reduce the Development Account deficit.

“Another RM90 million (10.5pc) is a contribution to the Statutory Trust Fund for the operation and maintenance of roads and bridges throughout Sabah, while RM66 million (7.7pc) will be channelled to the State Government Special Trust Fund for the construction and upgrading of basic infrastructure such as water supply, roads and utilities, as well as poverty eradication programmes including Rumah Mesra Sabah Maju Jaya and Sentuhan Kasih Rakyat (Syukur),” he said.
He said RM264.24 million was proposed under the Treasury General Services vote, comprising RM210 million for equity investments, RM22 million for domestic grants to cover medical examination payments, assistance to non-Muslim religious bodies and national-type schools, and RM13 million for the cleaning of coastal waters in Kota Kinabalu and Semporna, as well as to finance various allocation requests received from agencies.
Masidi said the additional allocation would also be used for the maintenance of water supply and sewerage systems, repairs to damage caused by natural disasters, maintenance and electrical wiring works at government buildings, as well as other administrative and operational expenditure.
He said the Chief Minister’s Department and its agencies would receive an additional RM86 million to fund State Government scholarships and various educational assistance programmes, including the Higher Education Registration Cash Assistance (Budi), Sabah Higher Education Student Contribution (Sentosa), Sabah Student Airfare Subsidy (Subfly) and Sabah School Activities Contribution (Sukses).
The Agriculture, Fisheries and Food Industry Ministry and its departments are proposed to receive an additional RM43 million for drainage system maintenance, river cleaning, flood mitigation works and other administrative and operational expenditure.
The Rural Development Ministry and district offices throughout the State have been allocated an additional RM30.6 million, including RM24.5 million for the payment of Village Development and Security Committee (JKKK) allowances, with the balance for other administrative and operational expenditure.
Masidi said the Youth Development, Sports Advancement and Creative Economy Ministry is proposed to receive an additional RM24 million to cover administrative and operational expenses, preparations for and participation in the 22nd Malaysia Games (Sukma) in Selangor, as well as the hosting of the 2026 Bimp-Eaga Games.
He said other State ministries and departments would receive an additional RM77.4 million for various purposes, including grants to local authorities, the Sabah Skills Development Centre (SSTC), Sabah Creative Economy and Innovation Centre (Scenic), the Sabah State Cultural Board and the implementation of TVET programmes.
The additional allocation would also provide assistance to disaster relief funds, welfare assistance for orphans and the poor, as well as maintenance of homes for senior citizens.
Meanwhile, Masidi proposed an additional Development Estimates allocation for 2026 amounting to RM435.54 million involving 35 expenditure heads under nine ministries.
Of the total, RM216.34 million (49.7pc) will be financed through the State Fund, while RM219.20 million (50.3pc) will be financed through Federal loans.
Masidi said one of the largest allocations is for the water supply and sewerage sector, including projects involving the replacement of main pipelines and concession payments under the Sabah Water Department.
The allocation would also finance the Sewerage Services Billing System Development Project and sewerage schemes under the Sabah Sewerage Services Department.
He said the second-largest allocation of RM62.58 million is proposed for the Rural Development Ministry to finance Small Development Projects, Assemblymen’s Special Allocations, Rural Small Bridge Projects, the Alternative Rural Water Supply Programme (Balba) and the Sabah People’s Prosperity Housing Programme (RSRS).
In addition, RM60 million has been allocated to the Finance Ministry to finance the implementation of projects related to basic infrastructure and public facilities requiring immediate attention.
The Chief Minister’s Department will receive RM55 million to cover the cost of Special Development Projects and land acquisition under the Lands and Surveys Department.
The Youth Development, Sports Advancement and Creative Economy Ministry will also receive RM15.2 million to finance the construction of State sports complexes, sports complex hostels, preliminary works for the Likas II Stadium project and maintenance works at sports complexes throughout Sabah.
Additional allocations include RM5.5 million for the Local Government and Housing Ministry to finance development projects under local authorities, RM2 million for the Women, Health and People’s Wellbeing Ministry to finance the Integrated Complex for Persons with Disabilities and Senior Citizens in Inanam, Kota Kinabalu, which is currently under implementation, and RM1.56 million for the Agriculture, Fisheries and Food Industry Ministry to finance projects under the Sabah Veterinary Services Department.
